Stephen Beels began his security career with the Metropolitan Police Service, where he worked in Special Branch, counter terrorism and serious crime roles. That background instilled a discipline that has informed every subsequent year of practice: evidence matters, process matters, and the difference between a defensible professional judgement and an indefensible one is almost always structural rather than technical.
Eighteen years of independent security consultancy followed, encompassing over 600 security reviews, tests, and assessments. Across sectors, organisations, and jurisdictions, the same structural failures appeared consistently in physical security assessment practice. Evidence gathered without a consistent framework. Risk scored intuitively rather than transparently. Findings communicated in language that practitioners understood and boards did not.
The physical security profession has the expertise. What it has consistently lacked is the structural architecture to express that expertise in a form that governance audiences can act on. That is the gap IPSRM™ was built to close.

IPSRM™ was developed from professional practice accumulated over more than 30 years of security consultancy and operational experience. The professional judgements, domain architecture, calibration framework, and governance framing that constitute the methodology are the product of that experience. AI-assisted tools were used during the drafting and editing process. All content, structure, and professional judgements have been authored, reviewed, and verified by Stephen Beels.
